Authority negotiations that keep your project moving

Engineering-led authority engagement — from council referrals to utility negotiations, managed end to end.

Most design consultants produce documentation — but they don't manage the authority negotiation that follows. When a council requests additional engineering justification, or a services authority raises an unexpected condition, someone has to prepare the response, meet with the authority, and defend the engineering position. That back-and-forth can add weeks to a programme.

MRGN handles the authority engagement directly. We prepare engineering position papers, attend pre-application and referral meetings, and manage the negotiation from first submission to final sign-off. Because we understand both the engineering detail and the authority's concerns, we can often resolve conditions in a single response cycle rather than multiple rounds.

How we work

  1. Authority mapping — we identify every authority that will touch the project: council, VBA, water authorities, power distributors, fire services, and any referral agencies triggered by the design.
  2. Position preparation — before the first submission, we prepare the engineering rationale for key decisions so the authority sees a complete argument, not a request for advice.
  3. Representation — we attend meetings, respond to RFIs, and negotiate conditions directly. You receive a correspondence log and outcome register so nothing falls through the cracks.
  4. Closure — we track every condition to completion and confirm written approval or acceptance where required.

This service is particularly relevant for healthcare, education, multi-residential, and projects in sensitive overlay zones — anywhere authority engagement is on the critical path.

While authority negotiations often centre on electrical infrastructure — power authorities, DNSP requirements — MRGN's multi-disciplinary coverage means we can manage the full set of authority conditions across mechanical, fire, hydraulics, and VT without handing off between discipline leads. One senior point of contact handles the negotiation from first submission to final sign-off.

Frequently Asked Questions

How long do authority negotiations take?
It depends on the authority and the complexity. Simple referrals can resolve in 2–4 weeks; complex negotiations involving multiple agencies can take 8–12 weeks. MRGN's upfront position preparation typically reduces this by avoiding incomplete submissions that trigger re-referral.
Do you handle council RFIs as well as services authorities?
Yes. We manage the full set: council planning referrals, VBA building permit conditions, water authority and power distributor requirements, and fire services conditions.
What's an engineering position paper?
A position paper presents the complete engineering argument — code references, calculations, and a comparison of options — rather than simply answering the authority's questions one at a time. It's designed to resolve multiple conditions in a single exchange.
Can you join a project after the authority has already raised conditions?
Yes. We regularly step into projects where the design consultant has been unable to resolve authority conditions. We review the existing submissions, prepare responses, and manage the remaining negotiation.
Is this service included in standard design consultancy?
Not typically. Most design consultants scope authority responses as a variation or exclude them entirely. MRGN provides it as a standalone service or integrated with our broader advisory work.
